The company, undertaking the management of Hacettepe University Technology Development Zone has been established as joint-stock company. The capital undertaken by the managing company is ‘’300,000,000,000’’ TL. The capital, with the start of investment, will be increased, according to the financial requirements, until it reaches the least essential equity capital. The share holders and capital structure of managing company being established are given below:

2.The established place and the advantages of Hacettepe University Technology Development Zone

a. Established place : Hacettepe University, Beytepe Campus
Technology development zone being in Southwest part and 14 km far away from Ankara city center has been established within the borders of Hacettepe University, Beytepe Campus. The campus is bordered; in north, by Ankara-Eskisehir road; in east, by Bilkent University; in west, by Beysukent-Ümitkoy settlement area; and in south, Lodumlu village.

Technology development zone consists of two parts with total surface area of 2,122,792 m2. One is, in south of the campus, enclosed in Hacettepe Education and Research complex, with the surface area of 1,045,344 m2, which is neighbour of Lodumlu village. The other is, in west-northwest of the campus, with the surface area of 1,077,448 m2, which is neighbour of residential area.

The whole area chosen for technology development zone is possessed by Hacettepe University, therefore all the usage rights belongs to Hacettepe University, therefore it is not required to obtain any licenses and issues for the usage rights and privileges.

The transportation possibilities in terms of zone-university collaboration for the chosen area, as ‘’technology development zone’, is not difficult because of being enclosed within Hacettepe University, Beytepe Campus. Besides, the transportation, for the collaboration between universities and the zones, is provided easily via Eskisehir-Ankara road and by-street ways between universities namely: in north, Bilkent University; Middle East Technical University being in north of Bilkent University; in west, the Başkent University, within the vicinity of Eskisehir-Ankara road.

Today, the main artery way for the transportation from zone is Eskisehir-Ankara road. By using, this way, mainly connected the peripheral way (TEM) , and other artery and by-street ways, it is possible to reach everywhere of Ankara city in a measurable time units as few minutes. The zone is approximately far away 5 km from Eskisehir-Ankara road, 7km from the peripheral way, 8 km from Ankara-Konya road, 10 km from Ankara-İstanbul highway, 17 km from Ankara-Samsun road, 15 km from city center, 7 km from Guvercinlik train station, and 50 km from airport. After construction of new way, which already exists in Ankara development plan, passing in south of campus, the transportation will be much easier, and the zone will be affected very little by the coming probable traffic problem in the future.

The Beytepe campus, containing Hacettepe University Technology Development Zone, is in the main developing west corridor region of the city. The region, besides containing the best university campuses coming first in the country (Hacettepe University, Middle East Technical University, Bilkent University, and Başkent University), has also public and private buildings, modern residences being convenient for city planning with the real attractive potential. The non-squatter houses region, has additionally educational, cultural, sportive, and social facilities, distinguished residences like Bilkent, Korukent, Konukkent, and Angora houses, satisfying all the needs and preferred by people working in public and private sectors with highly income.

Technology development zone, besides being within Hacettepe University, and being closer to the three big universities, is the perfect region can be chosen to realize the university-industry collaboration. The campus has a lot of possibilities to meet the needs with the existing infrastructure. However, it will not be contended with the existing possibilities in the universities and the settlement area around, to make the life much easier, modern and civilized in the region. The zone will be realized as a complex, meeting all the education, health, social needs and livable for 24 hours, and it will be built with additional residences, hotels, visiting places and infrastructures like educational, health, social and cultural facility places for the employees working in the region.

3. Hacettepe University Technology Development Zone

a. Subject and reason of establishment
The zone has been established according to the target of the law no. 4961 ‘’ Technology Development Zone’’. The development and software studies, directed to technologic product, are realized with the provided collaboration between university and industry, and resulted new projects are implemented.

Hacettepe University Technology Development Zone undertakes extremely important feature for our country in terms of development plan and target.

It is clear that Hacettepe University Technology Development Zone, established within Beytepe campus, will contribute to the economy of the region and the country. When the know-how accumulation and academic possibility of the two big universities are supported by market power, many new technologies and products will come out into the market. Academicians  catch a chance of presenting their works in marketing condition, and getting real price of their effort without a mediator. Furthermore, approximately 6000 people will be employed within the zone, and this contribution to the economy of Ankara city cannot be neglected. The contribution of the products, being demanded in national and international market, to the persons, companies and country’s economy is, of course, the basic target. However, the motivation being provided by production to the academic staff, is the important benefit for the future of the zone.

In terms of the gross national product, all the activities supporting productivity will increase national income. Forming the technology development zone means, new production places and new employment areas, and used production factors called as economic revival. The increase in national income means increase in welfare, prosperity and getting rich of the community. In terms of the economic revival, every new investment in the region will add new values to the economy.

Looking in terms of technology, the planned technology development zone is expected to be locomotive of the region. The necessary new products, production techniques, technical infrastructures, and qualified manpower for the industry will come out from this zone. Technology development zone, being the life vessel of technological development, will increase the competition power of the industrial organization. How much the production requires raw material, that much the increase of affectivity in the production requires the technology development zone.

Looking to the zone advantages in terms of the social effect, the region is planned as settlement complex, containing health, education, sport, and social activity facilities. Existence of recreation area for environment organization, sport and social facilities will make the region more convenient to live. In some of the technology zones, in the world, having green areas, include golf facility, tennis court, swimming pool, and sport facilities in green areas give exactly an impression of a campus. Technology development zone targeted by Hacettepe University will bring the same structures to the region. Beytepe campus will become a science and technology city, serving for 24 hours. Thus, students, academicians, and management personal, in the frame of university-industry collaboration, will be provided to be in social contact directly with the market power in the region. The technology development zone law, in short, will reach its aim in this region. Besides technologic enterprises being thought to take place in Hacettepe University Technology Development Zone, many sectors and civil community organization will add many positive values to the region.

During the activities of the Hacettepe University Technology Development Zone, the collaboration is started with the universities first. Hacettepe University being one of the big universities in the country, Ankara University, Başkent University, Bilkent University, Gazi University and Middle east Technical University all are within the border of Ankara. The collaboration with the Ankara University has been started at the beginning stage of the zone establishment. With the activation of the region, naturally, first the organic collaboration between universities will begin, and it will form the science and technologic potential that will support the companies and institutions for all kind of the things in the region.

The existing collaboration, between universities and TUBİTAK, especially in terms of supports for development, will be increasingly continued within the zone. The institutions, existing in the region, like TAEK, TSE, MTA and DSİ, and their research laboratories are important infrastructure for the region. The collaboration, set up with these institutions, is thought to provide important benefits for the region. Furthermore, first especially KOSGEB, Turkish Patent Institute, National Productivity Center, Eximbank and etc. institutions and foundations are drawing attention for the collaboration in terms of their working activities. These institutions and foundations have power to support the investing companies having technology development activities.

The organizations T.O.B.B, and the three big professional foundations, being in T.O.B.B’s constitution, named as Ankara Trade Foundation, Ankara Industry Foundation and Export Association, are coming on the top of the other organizations and seen to be very important for the Hacettepe University Technology Development Zone. These organizations are important potential in terms of supporting the activities of the industrialists and tradesmen of Ankara, directed to develop new product and technology, and to take place as an entrepreneur within the zone. T.O.B.B., besides being one of the big civil organization , can contribute to the technology development zone with its financial power. These organizations, in one hand, continue the their economical and industrial activities, on the other hand, they are interested in the country’s problems, and trying to find the solution for the existing problems. For that reason, they have to be included to form the technology development zone, which is very important step for the university-industry collaboration. Their contribution to the industry and economy cannot be arguable, and all the proposal and supports given by these organizations will be evaluated carefully.

OYAK, which is spread out all over the country with its activities and its power in defense known well, has important marketing feature in terms of the zone activities. Furthermore, it is thought that, OYAK will be closely interested in the zone, and will support with its financial potential especially in its working activities. Military related big companies, like MKEK, TAI, ASELSAN, HAVELSAN, ROKETSAN, MIKES, Thomson-Tekfen, Marconi, FMC-Nurol, having high technologies, can be included with their development activities in technology development zone. These companies with their cooperating organizations are important potential for the zone.

Hacettepe University Technology Development Zone has been established very sensitive to the natural, cultural, and historical values. The zone is arranged environmentally friendly, and it is going to be a sample in terms of the green areas and environmental arrangement in the region. The nature will be kept carefully, and the works are going to be continuing to form additional green areas. Hacettepe University, with its existing personal and infrastructure, has potential to keep the region in nature and to realize the arrangement with its best effort, and evaluate the subterranean water sources in the best way.

It is planned within the Hacettepe University Technology Development Zone, to build cultural center containing theater, cinema, and congress hall for scientific meeting. Furthermore, the existing congress hall, cultural and social facilities, and etc. within the campus, when they are needed, will be provided to use.

The Hacettepe University Technology Development Zone and its environment do not have any historical buildings and values, and even there is not any possibility to find historical values to be destroyed.

The second organized industry zone, planned by ASO, at 40^thkm on the Ankara-Eskisehir way, is going to be built in 1000 hectares area, and will contain 500 big fabrics, and employ 50 000 persons. In addition, when the planned sub industry zones around are realized, Ankara city, which is currently coming after the cities İstanbul, Izmir, Bursa, Kocaeli and Sakarya in order, will jump to the second row and come after Istanbul. This projection with the existing industry shows the development zone needs of Ankara city in the future.

The Hacettepe University Technology Development Zone is in a good location to realize the perfect collaboration with the second organized industry zone. Two founder universities, carrying out collective development studies especially in health and product sectors, will develop the projects, with existent foundations together, and give the all kind of advisory services for the companies, with their scientific and technologic potential within the zone. Definitely, the planned university-industry collaboration will be open undoubtedly; not only for second organized industry zone, but also all the national and international companies.

Hacettepe and Ankara Universities, having medical technology infrastructure, international reputed scientist and moderns hospitals, have proved themselves. The zone, being thought to be the medical technology research center with the support of science and engineering faculties, will be constructed as, to interest not only the country market, but also Middle East, Balkan, Middle Asia, Europe, Far East, Japan and American markets. When the market power attraction are drawn, the development studies will spread out, and go deep, then it will be possible to get results directed to products.

The technologic product development studies with the concerning sectors, are the sign of collaboration between two universities and industry. After forming the technology development zone, the collaboration in every sector will be improved. The collective development studies, in all kind of high technology materials and production systems, especially in medical sector, as imported materials, devices, equipments, analyzers, chemicals, ceramics, polymers and etc. will be realized.

The electrics, electronics and computer development studies are extremely important for the defense industry centered in Ankara. The continued development collaboration, between the public and private sectors, and the two founder universities will be improved increasingly within the zone. The science targeted studies, made till now, will be directed to commercial wares production.

The enterprises, working in computer software and science, information-internet technologies, portal construction-operation, simulation, electronics, meteorology, geographic information system, medical software and etc. sectors, can be supported for all kind of development studies and advisory services by technical infrastructure and academic potential of Hacettepe University. The expected result of collective realized projects in many sectors is to bring out fundamental, applied, statistics, financial and etc. new software products. It is important that the products must be good and with high quality in order to be demanded not only in national market, but also in international markets.

The requirements of the new and high technologies for day by day growing and empowered industry of the Ankara city are more important, because of the competition with other cities. Especially moving the investments, concerning software and information technology sectors, to Ankara is important strategic target of the Ankara city, in order to be the leader and center of software and information technology in the future.

The production and development of new and high technology products are seen, by the Hacettepe and Ankara Universities, as coming first mission of universities. The realized works are the proof for the consciousness of the academic staff, and both universities are ready for industry collaboration. As a result, besides all kind of industrial products, both universities, having sufficient scientific infrastructure for technical collaboration, can produce all kind of new and high technology products together with the enterprise companies.

For that reason, at the first stage, the existing technical infrastructure will be improved to the sufficient level to meet the needs. In the second stage, the attractive means, infrastructure and development support possibilities provided from the universities will be explained to the local enterprises in order to start investments. At this stage, besides the attractive financial conditions, tax exemptions, the international joint-venture possibilities and advisory services information will be given, and what kind of support can be provided to set up international connection will be explained to the investing companies. The third and the last stage, aimed by Hacettepe University Technology Development Zone, is to sell the developed new and high technology products in world markets, on the conditions that all rights reserved and guaranteed.

At the first stage, Hacettepe University Technology Development Zone is planned to serve in total 250 companies working in different sectors.
